Clearing the path to healthier populations
BerryDunn’s public health experts are trusted partners to public health agency directors and commissioners across the country. We help clients strategically enhance their internal operations to deliver quality programs and improve population health and health equity.
Our team is comprised of former state and local health agency leaders and public health professionals with administration, informatics, policy and program development, and project management expertise. We design public health strategies that help promote health and prevent disease through projects and programs that improve the quality of life for citizens.
We collaborate with clients to design and implement grant management strategies, prepare for accreditation or re-accreditation, develop health improvement and disease elimination plans, redesign business processes, and support the IT solution procurement life cycle.

Our public health experts create a roadmap that includes strategy, planning, and technology solutions to help you tackle the complex barriers to optimal public health. Services we provide include:
- Accreditation readiness―Conduct a comprehensive gap analysis to assess accreditation readiness and develop a roadmap to prioritize and direct resources. Whether you are seeking reaccreditation or just beginning the process, preparing for a Public Health Accreditation Board (PHAB) submission can inform your health department’s operations. We support agencies in building structures to evaluate and store documentation demonstrating alignment with PHAB standards and measures.
- Process redesign―Conduct thorough gap analysis, improve business processes, and help clients comply with federal policy. With limited resources and increasing demands, it’s essential that health agency program workflows are efficient, secure, and effective. We work in close partnership with clients to objectively examine business processes and transform workflows to maximize staff strengths, leverage technology, and eliminate unnecessary steps. The result is better data use, more efficient reporting, enhanced information security, and ultimately, better health outcomes.
- Technology consulting—Facilitate procurement and system selection and software implementation that improves efficiency. Selecting and implementing a new system for disease surveillance, vital records, WIC, and other needs brings both opportunity and risk. We provide guidance on requirements definition, system selection, contract negotiation, and implementation to help agencies maximize their technology investment. BerryDunn is an objective partner that operates solely in your best interests. We do not develop or sell hardware or software, and we do not engage in partnerships that could compromise our objectivity.
- Women, Infants, and Children (WIC) vendor management and technology consulting—Coordinate multistate technology platform user groups to help assure timely vendor fixes and release management, strategize on system enhancements, product management, and manage vendor performance.
- Financial management consulting—Leverage new federal funding and develop cost allocation plans and rate setting to help public health agencies lower costs and increase revenues in a manner that complies with federal cost accounting requirements.
- Data modernization strategic planning and implementation―Improve public health data accessibility, technical infrastructure, and database siloing. With the introduction of the CDC’s Data Modernization Initiative (DMI) to create a world in which data can move faster than disease, we support agencies on this journey in a variety of ways. Our team works with clients to understand system needs and accelerate public health data modernization efforts, including workforce, security and compliance, and data use and quality improvements.
- Grants management―Lead participatory processes with stakeholders to inform federal grant work plan and budget development, including reporting, evaluation, and project-managed grant support. We can help you manage the influx of funding resulting from the pandemic and provide support for subgrant award processes, including community funding needs, availability, application evaluation tool, leadership recommendations, and award notice development. We provide post-award support for grant agreements, outcomes monitoring tools, and grant activity tracking.
- State Health Assessment (SHA) and State Health Improvement Plan (SHIP)― Identify, gather, and analyze data to articulate the most pressing health needs, and create a tactical plan to address departmental needs. As foundational efforts, State Health Assessments (SHAs) and State Health Improvement Plans (SHIPs) can help health departments prioritize resource allocation and initiatives that require significant stakeholder involvement. We support agencies in simplifying SHA and SHIP endeavors.
- Strategic planning―Engage key stakeholders, evaluate innovative options, and analyze capacity, strengths, and improvement opportunities. We support agencies in developing a roadmap to achieve organizational goals, maximize resources, and improve health outcomes.
- Performance Management and Quality Improvement (PMQI)―Build and improve performance management systems and develop a culture of quality improvement. We support agencies in creating a PMQI plan that touches each corner, employs thoughtful tools and training, and leverages OCM techniques to effectively sustain PMQI infrastructures.
- Public health accreditation―Assess internal operations for alignment with national standards and provide recommendations for initiatives to seek accreditation.
- Program and project management—Assist with vendor management, requirements gathering, stakeholder facilitation, COVID-19 testing strategy and contact tracing, and health policy analysis. We take the time to understand your needs, budget, and goals to plan and organize the full life cycle of a project. Using A Guide to the Project Management Body of Knowledge (PMBOK® Guide), our certified Project Management Professionals® (PMPs®) can bring structure and momentum to both small and large projects. BerryDunn incorporates organizational change management best practices throughout the life of a project to manage the people side of change.
- COVID-19 recovery services—Align with CDC requirements; apply new federal funding to process and system modernization efforts; conduct after-crisis assessment and strategic planning.
- Project health assessments―Analyze public health issues, risks, and opportunities. Recommend mitigation strategies to reduce risk and keep projects on track.
