Patrick Swinick is a Senior Consultant in BerryDunn’s Government Consulting Practice. He works with state and local government clients across the full grant life cycle, including funding research, grant strategy, application development, award setup, grant administration, compliance, reimbursement, reporting, monitoring, and closeout.

As a Certified Grants Management Specialist, Patrick brings a strong understanding of federal grant requirements and the day-to-day realities of grant administration. He also supports performance audits and operational assessments of grant programs, departments, and public-sector organizations.

  • COVID-19 recovery funding administration, including ARPA/SLFRF, ARPA/CPF, CARES Act, and related federal recovery programs
  • Federal funds management for state and local governments managing large grant portfolios
  • Grant strategy, funding research, and competitive application development
  • Grant award setup, implementation planning, and program design
  • Subrecipient monitoring, risk assessment, monitoring tools, and monitoring documentation
  • Federal grant compliance, 2 CFR Part 200 Uniform Guidance alignment, and internal controls
  • HUD CPD programs (including CDBG, HOME, ESG, NSP, etc.), CDBG-DR, and CDBG-MIT
  • HHS programs (SAMHSA, etc.), opioid settlement, infrastructure, resilience, and other public-sector funding streams
