Statewide justice and public safety agencies procure new technology to support business transformation


Client Description

Over the last 24 months, justice and public safety agencies in three states identified the need to implement technology to support business transformation. All three agencies were looking for a proven, commercial-off-the-shelf (COTS) system to enable the transformation of their business processes and reduce operational risk associated with maintaining their legacy systems.

Problem/Issue

Many justice and public safety agencies are facing issues with dated legacy systems that require costly maintenance and work-arounds for simple day-to-day tasks. Their current business processes are fraught with inefficiencies, inconsistencies, and redundancies that require manual entry, challenging their limited staff resources. The procurement of new technology can help organize and streamline these processes to be consistent with industry best practices and maintain compliance with shifting laws and regulations.

BerryDunn’s Solution/Approach

Three state agencies each engaged BerryDunn to assist with the procurement and implementation processes of transformational technologies. While the states faced similar issues, the approaches and strategies were tailored to each agency and their specific needs, constraints, and requirements. The BerryDunn team used a proven methodology framework and assisted with the early stages of each project, starting with request for proposals (RFP) development. This included:

  • Drafting project charters
  • Documenting governance structures
  • Creating project plans, timelines and schedules

Following the initial stages of the engagements, BerryDunn assisted the states with project management and procurement services, including:

  • Documenting risks and issues
  • Working with the clients to compile all of the functional and technical requirements needed in the newer technology
  • Completing a build vs. buy analysis and subsequent reports
  • Development and issuing an RFP to the marketplace
  • Conducting a bidder’s conference, fielding bidder questions, and drafting responses
  • Reviewing bidder responses and generating executive summaries for each proposal submitted
  • Assisting with drafting the bidder demonstration scenarios and facilitating the demonstrations
