Steve is an attorney who specializes in helping state and local agencies identify ways to increase their revenues and analyze their programs to identify what activities drive their costs so that the agency can  better align their costs with their goals and objectives. In addition, Steve has extensive experience auditing health insurance exchanges, child welfare, juvenile services, and other health and human service programs.

His background in revenue and cost management provides an informed foundation for services including cost and budget analysis, cost allocation, revenue management, and process improvement projects. Steve utilizes his experience to successfully translate needs for increased revenues, lower costs and improved processes into practical, collaborative projects that help clients transform their agencies.

Steve is a Senior Manager in BerryDunn’s Government Consulting Group. He has been helping state and local governments increase their revenues and better manage their costs for over 30 years. During that time he has helped clients recover over $700 million in revenues and improve their compliance with federal program requirements so that they can retain those funds. He has worked with over 25 state and local agencies helping them increase revenues, reduce costs, and improve program compliance. Steve helps clients better understand what drives their program costs and align costs with program goals and objectives.

As a member of BerryDunn’s Recovery Advisory Team, Steve has helped public health and child welfare agencies develop and implement initiatives to increase their claiming of federal funds to pay for critical services needed to address the COVID-19 outbreak.
