Bill Keefe is an Assistant Deputy Director at the Public Employee Retirement Administration Commission (PERAC), which provides regulatory oversight for the state’s 104 public retirement systems. He has responsibility for the Audit, Communications, and Compliance Units in addition to directing Legislative Affairs. 

Prior to PERAC, Bill worked at the State Auditor’s Office for 23 years, leaving as the Director of Audit Planning where he was responsible for a team that created and maintained the audit plan, researched to develop audit scopes, and worked with audit teams as a resource throughout the engagement.

After graduating from Syracuse, Bill started off in journalism. He is the proud father of a daughter and two sons. He doesn’t get enough grief on the job during the week, so he works as a hockey referee on weekends and still plays hockey.

Paul Dunlop joined Fraud Doctor in 2018. He is a high performing executive with 30-years of diverse experience across the financial crimes domain acquired during roles in Europe and North America with impactful accomplishments in both the financial services industry and law enforcement field. Luke specializes in fraud investigations, forensic accounting, and the analysis of economic damages in commercial and intellectual property litigation. Luke has experience assisting companies and attorneys uncovering fraud and the dispute resolution process. 

He has also led teams of forensic accountants as they performed financial restatement investigations, has conducted asset tracing for companies and marital disputes, royalty audits, police evidence audits, risk management assessments and due diligence assignments. Luke is heavily focused and involved in construction contract disputes as well as fraud in the construction field.    

Luke has a Master of Accounting (MSA), is a Certified Fraud Examiner (CFE), and is a licensed Private Investigator in the State of Massachusetts.

Chris has over ten years of business advisory experience focusing on forensic investigations, litigation support, asset tracing and bankruptcy and insolvency consulting. Chris is the Data Analytics Leader for RSM’s Financial Investigations and Dispute Advisory group, focusing on leveraging technology to analyze large, complex data sets to provide meaningful insights in both a proactive and investigative context.

Chris has contributed to and led engagements with public, private, nonprofit and government organizations, performing domestic and multinational investigations, fraud and corruption risk management and controls improvement projects, anti-money laundering investigations, and damages calculations relating to contract disputes. Chris has consulted on a wide-range of litigation and arbitration cases in various jurisdictions and has testified in an expert capacity in federal court.

Sarah is an Auditor Director at the Commonwealth of Massachusetts State Auditor’s Office (SAO). Since joining the SAO in 2017, Sarah has worked with public institutions of higher education and independent authorities conducting performance audits to promote accountability and transparency, improve performance and make the Commonwealth’s government work better.

Prior to joining the SAO, Sarah worked for the University of Massachusetts President’s Office as the University Controller from 2012-2017 and as a Senior Internal Auditor from 2008-2012. She worked as an independent contractor from 1998-2008 following completion of several years public accounting at Arthur Andersen in Boston.

Sarah holds a Master of Science in Accounting from Bentley College, is a Certified Public Accountant, Certified Government Financial Manager and a Certified Fraud Examiner. Presently, Sarah is the Chapter President for the AGA Boston Chapter.

Sarah is a lifetime resident of Grafton, Massachusetts where she and husband Rick have raised their two children, Matthew and Meredith. Outside of work, Sarah enjoys practicing yoga and running/walking her beloved dog Bergeron.
