State revenue agency modernizes tax processing system

Challenge

The New Hampshire Department of Revenue Administration (NH DRA) was using an outdated tax processing system that lacked the reliability, efficiency, and security offered by modern technology—leaving operations open to significant risks.

Approach

BerryDunn’s state government consulting team helped NH DRA effectively plan for, procure, and implement a functional and efficient tax processing system. Our team:

  • Developed a comprehensive list of requirements and a Request for Proposal (RFP) for a new tax processing system designed to meet NH DRA’s business needs
  • Assisted with the procurement process (including planning for vendor conferences, responding to vendor questions, reviewing proposals, participating in proposal evaluation, developing vendor demonstration scripts, and drafting contract documents), and offered guidance on the selection of a capable vendor with a demonstrated track record that could meet NH DRA’s business needs
  • Provided periodic project health assessments for the implementation of the chosen tax processing system to NH DRA leadership for distribution to NH elected officials (including updates on the progress of the implementation project and recommendations for the continued success of the project to both the NH DRA and the project vendor)

Outcome

BerryDunn’s collaborative approach brought additional tax industry expertise and objective insights and recommendations to the project, and contributed to the successful procurement and implementation of the new tax processing system.
