Donna is a Senior Health Policy Manager with deep subject matter expertise in healthcare access and financing, Medicaid and Affordable Care Act (ACA), and safety net delivery system organization and innovation. She is an experienced executive manager in the public and private sectors, focusing on state government programs and reform initiatives. She leverages her expertise to help our clients improve healthcare accessibility and affordability.
In her previous position at the University of Wisconsin, Donna developed and led several programming and evaluation initiatives. She has served in executive roles for state initiatives in Wisconsin, including her role as the Executive Sponsor for development and oversight of Covering Wisconsin, a federally certified and state-licensed navigator entity for enrolling consumers in health insurance via the ACA Marketplace and Medicaid/BadgerCare. She has also been recognized by the University of Wisconsin-Madison as a Distinguished Researcher Emerita.
