Challenge

An integrated state court (judiciary) recognized their aging technology was nearing the end of its lifecycle and impeded efficiency and reaching organizational objectives. The objectives of this modernization initiative included:

• Transforming the judiciary’s case management process from paper-driven to a web-based business model
• Improving access to justice through improved information access
• Strengthening interagency communication
• Enabling more efficient court operations through standardizing business processes and utilizing electronic workflows.

Solution

• Create a project charter and governance structure
• Conduct a build vs. buy analysis
• Develop business and technical requirements
• Publish an RFP into the marketplace
• Conduct vendor demonstrations, system selection, and contract negotiation
• Develop a master project management plan, organizational change management plan, and project schedule for the system modernization
