Human Resources Management System Project Helps State of Maine Better Serve Agencies and Departments


Client Description

The State of Maine Bureau of Human Resources (Bureau) provides leadership in human resource management including establishing and maintaining job classification specifications, staff training and organizational development, recruitment, and administering employee benefits and the Worker’s Compensation Program.

Problem/Issue

The Bureau had a need to replace several of their its human resources applications with one comprehensive Human Resources Management System (HRMS). It would automate business processes related to human resources and Employee Health Benefits management, replace manual processes and individual “side systems” such as MS Access databases and MS Excel spreadsheets, and maintain continuity with existing work practices and applications, while adhering to state, federal, and local statutes, rules, regulations, and policies.

BerryDunn’s Solution/Approach

BerryDunn was selected to work with the Bureau to replace these core applications with an HRMS that would include a payroll application, a time and attendance application, an employee self-service application, a human resources applicant tracking application, an interface to the workers’ compensation application, and business processes pertaining to human resource and employee health benefits management.

The BerryDunn team worked with the Bureau to:

  • Conduct a current environment assessment
  • Document process flows for each of the major business processes
  • Identify issues, challenges, and bottlenecks within each process flow
  • Conduct research of peer state agencies
  • Develop technical and functional requirements for inclusion in an RFP to procure a new HRMS

Outcomes

As a result of this assessment, requirements development, and procurement services, the Bureau was able to procure an HRMS that upgraded and consolidated its human resources applications while serving the Bureau's needs and those of their customers—the agencies and departments within the state.
