Steve helps state and local agencies increase revenues, lower costs, and access the financial resources needed to meet their goals and objectives. Steve is an attorney with extensive experience developing and implementing federal grant management systems, processes, and procedures that comply with the Uniform Guidance and other federal cost accounting requirements.

His background in revenue and cost management provides an informed foundation to help clients manage American Rescue Plan Act (ARPA) and Coronavirus State and Local Fiscal Recovery Funds (SLFRF) grants, properly budget and account for costs, prepare cost allocation plans, optimize revenues, and improve performance. Steve collaborates with cities, counties, and states on projects that transform government and improve the lives of residents.

Steve is a Senior Manager in BerryDunn’s Government Consulting Group. He has been helping state and local governments increase their revenues and better manage their costs for over 30 years. During that time he has helped clients recover over $700 million in revenues and improve their compliance with federal program requirements so that they can retain those funds. He has worked with over 25 state and local agencies helping them increase revenues, reduce costs, and improve program compliance. Steve helps clients better understand what drives their program costs and align costs with program goals and objectives.

As a member of BerryDunn’s Recovery Advisory Team, Steve has helped public health and child welfare agencies develop and implement initiatives to increase their claiming of federal funds to pay for critical services needed to address the COVID-19 outbreak.
