Ethan is a Senior Manager in our Medicaid Practice Area with broad healthcare system experience. His specialties include Medicaid waiver and state plan development, as well as health policy analysis and program development. Most recently, as part of his work with BerryDunn’s Recovery Advisory Team, he helps state Medicaid agencies to chart and navigate the new challenges and opportunities that COVID-19 outbreak has created.
Ethan’s work includes the design and successful negotiation of an 1115 Substance Use Disorder waiver with the Centers for Medicare and Medicaid Services for the State of West Virginia. He recently guided a state Medicaid client with an effort to measure and remediate compliance with the Affordable Care Act. The effort includes ongoing support, research, and policy analysis to help the state evaluate federal guidance and leverage opportunities. Ethan has also assisted with reporting of Adult Quality Measures and the maturation and development of a State Medicaid Quality Unit.
